The Buddha is of course the most important in tibet and anywhere the Buddhist religion is practiced.
In any practice the Prayer to Shakyamuni is ALWAYS done before any other deity.
Avalokite?vara , lit. “Lord who looks down”, is a bodhisattva who embodies the compassion of all Buddhas. He is one of the more widely revered Bodhisattva’s in mainstream Mahayana Buddhism.
He is bodhisattva, not a Buddha, in essence he can and will eventually go into nirvana, but has deferred that so he can stay and help other sentient beings.
It is interesting that in the link you included that the first picture was not that of shakyamuni , but of the celestial Buddha amitabha.
The Buddha is as one with all deities, this is a somewhat complex issue and somewhat hard to wrap ones mind around.
Suffice it to say that yes, The Buddha Shakyamuni is most important in any Buddhist practice regardless of where it is practiced.
Chenrezig would be considered like something of an enlightened being that stays out of nirvana in order to instill compassion in this world.
The main deities in tibet are, Buddha Shakyamuni, Guru Rinpoche , Vajrasattva, Chenrezig, Green Tara.
