The emperors of the Julio-Claudian dynasty found it difficult to assert themselves as rulers. Why?
Having in mind that with the foundation of the Principate, politics moved from the Forum and the Senate to the imperial palace as the emperors gradually consolidated their power over the Empire.

Augustus had the hardest job to begin with because the after Julius Caesar the Senate was obviously reluctant to allow another dictatorial uprising. However, Augustus used clever political propaganda and refused to take on the title of Emperor instead becoming Princeps or ‘first citizen’ to make himself seem equal. It was all about appearances, as long as it didn’t appear to the people that he was taking over the Senate had little choice in regards to denying him his power.
Tiberius was unpopular mainly because of his personality (he was known to be quite sarcastic, grumpy and a little miserly) but mostly because he was a last resort sort of candidate. Augustus adopted son, he was the child of his wife Livia and her first husband and was therefore seen as a push by Livia to control the Principate after her husbands death. Augustus made him his heir only after the deaths of his grandchildren etc. There were also rumours that Augustus or Livia had ordered the assasssination of the preferred candidate in order to secure Tiberius’ position.
Caligula got the job because…there was no-one else. He found it difficult to assert himself because he was nuts…and perhaps because he was not as popular as his father Germanicus, whom many believed Tiberius had assassinated after he ventured into Egypt (seen as a push for power as Egypt was the site of Rome’s grain supply). He was rumoured to have jokingly suggested his favourite race-horse would be a better Senator than those in power. Possibly suffered from a mental illness.
Most of the time Emperors found it difficult to assert themselves because they were seen as lacking military experience. This is what happened to Claudius, who had the slim support of the Praetorian Guard to keep him as Emperor at first. He probably launched his campaign on Britain in order to give himself a military victory (Britain being equated with Caesar who first went there and Caesar being very popular with the people if not the Senate). Claudius needed a military victory to assert himself and also to get money for the Empire (Caligula was a bit wasteful) and to improve his popularity, as the people liked to see their Empire succeed.
Nero was popular for his first 5 years under Seneca and his mother Agrippina’s control. He, however, was more interested in art and music than the military which ultimately led to his downfall. The assassination of his step-brother Britannicus and then his mother made him seem all the more unstable, his obsession with public performance seen as unseemly for an aristocrat; his reign soon became a bit of a joke. The fire and his decision to build his Golden Palace so soon after the devestation probably made people pretty angry (thus the rumours that he started it began to spread). The initial control of his mother made people uneasy as not only was she the daughter of Germanicus, sister of Caligula and wife of her uncle Claudius but also very clever. The senate possibly resented having a woman behind the reigns of the Empire.
Please note this is just a brief summary, please don’t take it verbatim. I’m just giving you a very light outline of their personalities and PERHAPS why they had difficulty asserting themselves as Emperors. I recommend you read Tacitus’ Annals available at project gutenberg and Perseus Project online and also Suetonius’ Twelve Caesars available in the same place. Although they may both be biased they can at least capture some of the atmosphere amongst the contemporary aristocracy.
