Looks like ivory inlaid eyes and teeth (upper teeth are gone). I think what you have is a Buddha amulet. It must hold a Ruyi, an object shaped ceremonial sword that is supposed to symbolize luck. In his other arm, he holds rosary-I do not remember why.
