In a bowl, combine chili powder, cumin, garlic, salt and pepper and stir to mix well. Add oil and whisk until mixture is formed in bulk. Rub the fish with the spice paste and marinate for 30 minutes or until 4 hours in refrigerator.

Wrap 2 stacks of 12 tortillas in paper and place it on the grill until hot, about 5 minutes. In a large bowl, combine the red and green cabbage.
