I was wondering what sociological factors make any specific area or market a fertile hip hop scene?

I know what a fertile hip hop scene is, its when there are individuals coming out of that area and making it in the hip-hop industry but what exactly makes a geographical region a fertile hip hop scene, where success in being discovered is promising and propitious

what makes it “fertile” is the fact that people already came out of there and experienced success, the success of those people inspired all the other ones….they thought they could do it too, tried it, and were good at it, good enough to inspire others….and so on…

and what makes it a hip hop scene in the first place is that first person seeing the success, they set an example for everybody (good or bad)…

then the record labels look for artists from there, because one of them sold, so they try to get more money…
